Foreign Medical Graduate Examination (FMGE)
The Foreign Medical Graduate Examination (FMGE) is a licensure exam conducted by the National Board of Examinations in Medical Sciences (NBEMS) in India. It is a *mandatory screening test for Indian citizens or Overseas Citizens of India (OCI)* who have obtained their medical degrees from institutions outside India and wish to practice medicine in the country.
FMGE serves as a gateway to ensure that foreign-trained medical graduates possess the essential knowledge and competency comparable to Indian medical standards before receiving their registration from the National Medical Commission (NMC) or State Medical Councils.
The FMGE continues to be a critical exam for foreign medical graduates. However, with the planned implementation of the *NEXT Exam*, FMGE is expected to be gradually phased out. Until NEXT is fully operational, FMGE will remain in effect.
NBEMS conducts this exam twice a year — *June and December* — in a computer-based format across various centers in India. The exam ensures that all candidates possess standardized clinical knowledge and skills.
Many Indian students pursue MBBS degrees abroad due to limited seats or high competition in India. However, the quality and curriculum of foreign medical education may differ. Therefore, the *FMGE ensures that returning graduates meet Indian medical standards* before they are permitted to practice.
The FMGE is not an entrance exam but a *qualifying licensure test*, and passing it is mandatory to get provisional or permanent registration with NMC.
The primary objective of FMGE is to:
* Maintain consistent and high standards of healthcare by assessing the knowledge of foreign-trained doctors.
* Ensure that *only competent candidates* are allowed to practice medicine in India.
* Act as a *screening mechanism* for NMC before awarding the licensure to practice.
* Helps maintain the *quality of medical professionals* entering the Indian healthcare system.
* Encourages Indian students studying abroad to *stay academically consistent* with Indian standards.
* Prevents malpractice or unauthorized entry into the Indian medical workforce.
* Acts as a *filter* ensuring that *unrecognized or substandard institutions abroad* don’t produce unqualified doctors.
To appear for the FMGE, candidates must:
* Be an Indian citizen or Overseas Citizen of India (OCI).
* Possess a *primary medical qualification* approved by the Indian Embassy and listed in the WHO/IMED list.
* Produce all relevant documents including *Degree Certificate, **Provisional Pass Certificate*, and eligibility certificate (if applicable) issued by NMC.
* *Mode*: Computer-Based Test (CBT)
* *Frequency*: Held twice a year (June & December)
* *Total Questions*: 300 MCQs (divided into two parts)
* *Duration*: 150 minutes per part
* *Passing Marks*: 150 out of 300 (50%)
* *Negative Marking*: None

Candidates who pass the FMGE must complete a *12-month internship* in an approved Indian medical institution (if not already done abroad). After this, they are eligible for *registration with NMC, allowing them to **legally practice medicine* in India.
The FMGE has served as a vital checkpoint for foreign medical graduates to enter India’s medical system. Though it is likely to be replaced by the NEXT exam, until that transition occurs, *FMGE remains the standard benchmark* for foreign-trained MBBS holders aiming to serve in India.
